Content-analysis as a basic method of analysis of internet sites of Kazakhstan

The article explores Internet sites on the concepts of “political education” and “educational policy”. The authors considered such concepts as competitiveness, the national education system, national goals and their implementation, state power and society. The article describes the method of content-analysis. The authors analyze the main goals, objectives of the educational policy and the quality of the development of education. 

Modernization of the national education system is a large-scale action of the state, carried out with the active assistance of the society. The educational policy, considered by us as a policy of coordinating the root goals, the tasks of the development of education and taking into account the interests of the individual, society and the state, guarantees their quality implementation.

In this regard, we attempted to analyze Internet resources on the issues most discussed by the public and the current topical areas of educational policy.

What is content analysis in education? The “analytical” method is a more accurate, holistic and comprehensive approach that focuses attention not only on the phenomenon or process being studied, but also on external conditions and the environment. The versatile use of the analytical method is due to the following factors:

  1. Firstly, the intensification of mutual influence, interdependence, interaction of all components of modern society with the education system, economic, political, socio-spiritual, and cultural processes are increasingly intertwined;
  2. Secondly, the characteristic feature of education is its dynamism;
  3. Third, the complexity of the structure of education, which creates difficulties in its knowledge, prediction and management [1, 13].

In the framework of analytical methods, the content-analysis method has a great potential.

In the development and practical application of content analysis, several stages are distinguished. After the theme, tasks and hypotheses of the research are formulated, the categories of analysis are defined the most common, key concepts, corresponding to the research tasks. The category system plays the role of questions in the questionnaire and indicates which answers should be found in the text. In the practice of domestic content analysis, there is a stable system of categories a sign, goals, values, a theme, a hero, an author, a genre, etc. [2-4]. The content analysis of media reports, based on a paradigmatic approach, the signs of texts (the content of the problem, the causes of its occurrence, the problem-forming subject, the degree of tension of the problem, the ways to solve it, etc.) are treated as a specifically organized structure.

Research Methodology

The successful conduct of content analysis, according to most foreign researchers, depends on the correctness of its planning [5-6].

We developed the following plan for conducting content analysis:

  • The definition of the scientific and pedagogical problem of analysis
  • the state of discussion of the main directions of educational policy in Kazakhstan;
  • The rationale for determining the “educational policy” and its characteristics, clarifying the research positions; 
  • Development of the goal a conceptual analysis of the most popular topics of Kazakhstani Internet sites; the hypothesis of the analysis is formulated: the presence or frequency of discussion on certain websites of certain aspects of educational policy will allow revealing the most relevant aspects of the public;
  • Setting the level of analysis, namely the frequency of discussion of certain aspects of educational policy;
  • Conducting content analysis;
  • Data processing and interpretation.

In substantiating the essence of the concept of “educational policy”, we proceeded from the fact that it is the most important component of state policy, the instrument for ensuring fundamental rights and freedoms of the individual, increasing the rates of socioeconomic, scientific, and technical development of society. The main task of educational policy at the present stage is to achieve a modern quality of education that meets the needs of the individual, society and the state. Accessibility, quality and effectiveness are the key words of educational policy [7, p.6].

Educational policy includes three important elements. First, the legal and regulatory policy, as the setting of the boundaries of the behavior of subjects of the educational process, competence. Secondly, the culturalideological policy.Orientation of the public consciousness, influences the choice of the solution.Thirdly, the financial policy distribution and use of funds [8].

If we analyze leg is lative and normative documents, scientific publications and polemics, we can single out several main periods of development of the education system in Kazakhstan from 2001 to the present. They are:

  • 2001-2004 launch of state mechanisms for modernization of education in the country;
  • 2005-2009 Increase budgetary funding for education, implement major changes in the design of educational content and new control models, support rural and small schools, informatization of education;
  • 2010-2013 Strengthening the social orientation of the education system, taking measures to improve the status of the teacher, improving the training, and retraining of teaching staff, the transition to a publicly based management model, the renewal of the scientific and methodological support for education, the use of ICT in education, and the improvement of vocational education.

The present time can be noted as a radically new round in the development of the national education system, which can be characterized by such events: the development of the system of independent evaluation in education,per capita financing, modernization of the professional education system, transition to a 12-year school, a new model for the training of scientific and pedagogical personnel, new forms of quality control of education, revision of the provisions of the State Educational Standards.

The Global Competitiveness Index, defined by the World Economic Forum, consists of three sub-indexes and is based on twelve main criteria groups:

  • Development of public institutions (public and private);
  • Infrastructure;
  • Macroeconomic indicators (macroeconomic stability);
  • Health and primary education;
  • Secondary and higher education;
  • The efficiency of commodity markets;
  • Labor market efficiency;
  • Development of financial markets;
  • Technological readiness;
  • The size of the market;
  • The development of entrepreneurship;
  • Innovation [9].

As we can see, the sphere of education is related in one way or another to several groups of criteria the fourth (partially) and the fifth refer directly to the national education system. Higher educational institutions are one of the links in the transfer of technology the criterion included in the ninth group. Finally, the twelfth group of criteria, innovations, is directly related to the education system, namely, the activities of higher education institutions. In this connection, and in analyzing the content of the sites and the Internet discussions, we paid attention to the frequency of discussion of the

following topics:

  • Competitiveness;
  • Innovations in education;
  • The effectiveness of education;
  • Financing and economics of education,
  • Legislative and regulatory changes in the field of education;
  • Quality of educational services;
  • Management of education;
  • Upbringing and national values; 

Education system.

Results of content analysis

Below we present the results of the content analysis of Kazakhstan Internet sites in the search engine YANDEX for the period of August 20, 2013. According to the results of the search engine, the first 20 sites were selected and their content analyzed for the most viewed and discussed problems.

So, within the framework of the search for the key concept of “policy in education”, the most discussed issues of Kazakhstan are:

  • State program for the development of education and health;
  • Politics, socio-political activities in the country, political parties and student.
  • Development of military-patriotic education of youth;
  • Quality education and upbringing, the results of the August meetings of teachers;
  • On the activities of schools: connecting schools to the corporate network “School Net”, about innovations, technologies, assessment system;
  • E-learning, information technology, distances learning;
  • Spiritual and universal values in upbringing;
  • 12-year school, issues of education management, UNT, relationships in the system: teacher-student-parent;
  • issues of changing the political system of society and the social structure of the society of the Republic of Kazakhstan, the effectiveness of Kazakhstani NGOs, the competitiveness of education, the legal awareness of the population;
  • UNT, CTA and grant competition, issues related to the rural quota;
  • Security issues of Kazakhstan’s foreign and domestic policy;
  • Textbooks and the content of education;
  • Social policy Kazakhstan in figures;
  • New cooperation in education, innovative university, educational and scientific

According to the key concept of “educational policy in Kazakhstan”

the most popular topics discussed on the pages of Internet sites are:

  • Socio-economic and political development of Kazakhstan, a new economic policy in Kazakhstan;
  • Cultural, educational, professional formation and physical development of youth;
  • Educational grants, the most popular professions in Kazakhstan;
  • State social order in the sphere of youth policy, development of volunteer movement in Kazakhstan;
  • Education as a national priority;
  • Education in Kazakhstan: universities and colleges;
  • The nature of educational programs;
  • The reflection of all internal events: the forum of rectors, the international festival «Өрлеу» conferences and collections;
  • Development of the state educational policy, changes in education;
  • Training of Kazakhstan personnel for general education schools;
  • Integration of the education system of Kazakhstan into the world educational space, the gap between the education policy of Kazakhstan, business and the labor market;
  • news of the scientific life of Kazakhstan, scientific and scientific and technical policy of the Republic of Kazakhstan, a list of programs and projects, texts of laws relating to science, information about conferences, virtual science exhibition;
  • The reasons for the low efficiency of the implementation of the state educational policy at the vertical and horizontal level;
  • The state of linguistic and social policy in Kazakhstan, State symbols of the Republic of Kazakhstan;
  • Adaptation of the education system to a new socio-economic environment.

The most discussed issues on the pages of Kazakhstan Internet sites allowed us further to develop an associogram of our concepts [10].

Conclusion

The conducted research shows that the educational policy-established term used in the context of the implementation of the basic constitutional rights of the citizens of the Republic of Kazakhstan, the creation of an effective and up-to-date educational system. In general, education as a socio-economic category is more understood as a sphere of educational services. However, on the pages of the analyzed sites, especially recently, one can find publications reflecting the spiritual and cultural component of the education system. It touches upon the issues of spiritual and personal development, education of youth, socio-political orientation of preparation, preservation of national identity and the formation of patriotism.

The most urgent topics for the Kazakhstani society are the issues of transition to a 12-year school, the acquisition of quality higher education, the availability of education for young people from low-income families, the content of the teacher’s activity, the technology of teaching, science and technology, social problems (admission to kindergartens, corruption in education -inefficiency of control, etc.).

Nevertheless, it is necessary to indicate some areas that are practically not discussed on the pages of the considered Internet sites, such as: the effectiveness of education management, the transition to publicly managed public education (the priority direction of modernization of the national education system); preschool education and upbringing; projecting the content of secondary education and assessing the quality of school curricula; new forms of control (international and public accreditation); issues of openness and accountability of the education system and monitoring of public education services; system of vocational education; inclusive education and issues of social and pedagogical rehabilitation of children with special educational needs; socialization of students and the quality of cultural and recreational work.

In our view, these topics should be more often initiated and found their wide consideration for more effective implementation of the Kazakhstani educational policy.
