Тhe linguistic aspects of educational policy of the republic of Kazakhstan

The output of Kazakhstan onto the international arena in the fields of politics, economy, in sphere of education, establishing new business and cultural contacts and economic relations with foreign partners –all these factors tell us about the need of mastering foreign languages. One more important confirmation is the entrance of the Republic of Kazakhstan onto the global educational space. Global educational space means educational environment, ensuring mastering humanitarian values and the development of national educational system with combined goals-educational and professional preparation of specialists to the different fields. The existing of such educational space is impossible without deep knowledge of foreign language. Contemporary world requires high cultural level, deep specialization in different fields of science, creativity, self-esteem, independence in judgement…. The level of development of all these qualities can be considered as the parameters of maturity of social competency and social formation of personality.

The educational policy of Kazakhstan is aimed to teach our young generation to have the ability to live and coexist in this complicated contemporary world and that is why the main purpose of Kazakhstani education is to create required conditions for developing and professional formation of personality on the basis of national and common to all mankind values keeping the native language and culture, traditions and customs. The peculiarity of the contemporary approach to the estimation of the educational activity is systemic vision of the process of upbringing and emphasizing of integrated complex of required conditions, ensuring the effectiveness of this work. The student-centered approach by means of interconnected conceptions, ideas and methods of teaching allow to provide and support all the processes of selfcognition and selfrealization of personality, the development of his individuality. The concept of integrated education emphasizes methods which concentrate on viewing the student as a whole person. The goal is not about how to find a good job or make big money, but about how to develop a complete human being. Every part of the individual – mind, body, emotion and spirit, should be developed at the same time and be integrated into the whole person. Further, the idea of integrated education is not only about how to make a clever person, but to make a smart person as well. It is not about only giving people knowledge. but also helping them to transfer their knowledge into true wisdom. With integrated education, there is no division between school and society, study and human life, knowledge and goodness.

At present Kazakhstani education undergoes great changes in the context of world-wide globalization and integration, and due to its membership in the Bologna process. The educational market is becoming more competitive. Every university is trying to prove that its educational services are the most advanced in the country and it could correspond to the market requirements. Moreover, after integration into the European Educational Community within the framework of the Bologna Declaration, the situation could be deteriorated by the competitiveness of European universities. That’s why the urgent task is to raise the quality of the Kazakhstani education not only at national, but at the international level as well. The legal basis for the evaluation of education quality has been created in the sphere of higher and post-graduate education. It implies mainly the transition from the principle of state control to the creation of quality assurance support system. The evaluation of the education quality is conducted by the representatives from academic society, employers and consumers of educational services.

The credit system of education was input to the higher education of the Republic of Kazakhstan in the aim of international recognition of national educational programs, ensuring mobility of our students and professors’ stuff, needs of personality in the sphere professional education. It’s necessary to point out that the recognition of our diplomas means the common approach to the organization of teaching process, that is to create international standard of education. Nowadays there is a common approach to the multilevel teaching of foreign languages, the program «All-European linguistic portfolio» which has its own parameters of level of mastering foreign language, is spread. In common, learning foreign language in the frame of credit system provides mastering language as means of intercultural and professional communication, at the same time it stimulates intellectual and emotional development of personality and by that prepares him to the objective perception of another culture.

In 2007 in his address to the Nation «New Kazakhstan in the new world» the president of the RK suggested gradual realization of the cultural project «The unity of three languages». Namely since that time the new linguistic policy of the independent Kazakhstan has been started. Our leader is sure that it’s very important for every citizen of our state to be useful for his Nation. But to be useful, it’s necessary to be educated, to be a part of global social modernization. Only in this perception wide social consensus and success can be achieved. ‘In the world community Kazakhstan has to be accepted as a high educated country with multilingual population.».[Nazarbayev N.A.].The main component of the unity of three languages is the state Kazakh language as a factor of consolidation of society, its spiritual renaissance through the perception of history, culture, national originality of his creator-Kazakh nation.

The important role as well is given to the Russian language in this project, which promotes the solidarity and cohesion of different social and ethnic groups into single whole-Nation of Kazakhstan. Besides, the Russian language is identified with the breakthrough to the world of new technologies and innovative science. The Russian language-the language of international communication and international cooperation with the strategic partners in the post soviet space. The English language-the language of successful integration into the global economy, the language of half of the world. The current linguistic situation in Kazakhstan allows us to talk about the unity of three languages as about significant factor of strengthening of social harmony. The diversity of cultures and languages, its equal coexistence is the freehold property of our Nation. The leading linguistic policy not only provides observance of the linguistic rights of all ethnic groups, but gives freedom of choice of language for communication, getting education an d realization of all needs.

The creation of equal conditions to study these three languages doesn’t mean their equal functioning and equal status. Herewith, the accent has been done on the pedagogical component of this cultural project, which can be denoted as multilingual education. The solution of the specified idea of the president is in creating one system of teaching languages, to provide succession of educational programs. It will demand to work out scientific and methodological recommendations on the realization of the principle of succession of multilingual education in the system «school-university». The programs must be made by the teachers of schools and universities jointly, taking into account all the levels of studying, the books used for each grade at schools. Schoolchildren entered universities should possess definite level of knowledge of this or that foreign language, not to be given the same things again, but to continue, to develop the linguistic luggage taken at school. They must master English and other languages to communicate with the foreign specialists on the professional level. All these things are necessary to bring up future intelligence of our Nation. They should be smart ones, get used to do everything step by step, because man is the absolute value.

The highest value of our state is a man, his life, his rights and his freedoms. In the contemporary world man is a subject of creativity and perception, creating greatest samples of culture and enthralling by his aspiration to the creativity. It is obvious that our higher education system is developing fast. The educational reconstruction and reforms, creation of new universities and programs, joint international projects and students’ mobility. As a result our scholars have possibility to share their knowledge and expertise with their foreign colleagues for the universal benefit, national students will get more freedom in choosing programs and universities for their studies, foreign teachers and students will strive to Kazakhstan. On the other hand there are arguments in favor of the RK national way of educational development. Instead of following the fashionable rankings and imitating other countries’ experiences that take much time and effort, but finally don’t often produce the desirable results there should be more possibilities and conditions created in the country to develop our own model of education which could become competitive based on its own experience, traditions and reality.

The process of changes in higher education will not happen in a minute. It needs time, facilities, governmental and international support. But the fact is that it has already begun and gaining momentum. The rapid economic development, political stability, national unity of all nations and nationalities of Kazakhstan will facilitate the process of Kazakhstan integration into the world educational community.

We strongly believe that all ideas and information will lead to the development of higher education of Kazakhstan as a young independent state with its own culture, traditions, experience; and its image and reputation will grow for meeting contemporary challenges and international standards.
