On some aspects of cooperation between the un and Kazakhstan

The United Nations plays a truly important and vital role in the global community. The organization was established in 1945 with the purpose of maintaining peace, security and stability on a global scale, which in turn continues to do it to this point. The fact that in the United Nations included 193 countries shows its uniqueness and importance in addressing global issues.

At the moment it became clear that a single, universal unique organization, capable to achieve universal harmony, peace and unity, to act on behalf of all nations in order to overcome the existing challenges of modern threats. Profound transformation, globalization, should convince us of the unity of intentions, clarity of purpose and the ability to act, what is currently only able to help an organization capable of putting together a huge united diverse world.

Kazakhstan became a member of the United Nations March 2, 1992, which is a historic event in the history of the newly independent state. As a new member of the organization, Kazakhstan took a proactive stance from the earliest days.

In accordance with the Address of the President of the Republic of Kazakhstan Nursultan Nazarbayev to the people of Kazakhstan from January 17, 2014 "Kazakhstan's Way - 2050: The overarching goal, common interests, common future" vector of Kazakhstan for the near future should be aimed at the involvement of Kazakhstan in the integration processes, optimizing cooperation with international organizations, in particular with the United Nations, taking into account the feasibility and economic benefits of improving relationships between different political entities in the world.

The United Nations has become the main target in the international arena, and more and more people and governments understand that multilateralism and cooperation is the only way in our interdependent and globalizing world.

At the moment in the world there are more threats, many of which can only be solved together. And that is why the United Nations should thrive.

Kazakhstan binds its future strategic plans with the UN, as issues such as epidemics and various diseases such as HIV / AIDS, hunger, poverty, demographic challenges, especially challenges separatist terrorists alone cannot solve a world power. Such problems require collective ideas and compromises. Kazakhstan stands for a multipolar world, as regards this as a balance between the various countries.

The United Nations is unique as it has members from around the world, and Kazakhstan is no exception. Kazakhstan's role in the United Nations is truly meaningful. Kazakhstan joined the UN March 2, 1992 year.

Kazakhstan stepped into the UN at a time when the organization is actively developed and improved, showing their role in maintaining security. It should be noted that from the earliest days of Kazakhstan showed his active role in the maintenance of peace, in connection with what is supported by many states. Since then, Kazakhstan has managed to successfully integrate into the international space and win the respect of the new independent state.

Active participation in the various conflicts within this universal global organization to maintain peace and stability, contributes to the prosperity and development of Kazakhstan, as well as accelerated integration into the world community.

After the adoption of Kazakhstan as a full member of the UN, flag-raising ceremony for new members of the UN, including Kazakhstan -168 Member State. This significant event was marked as a recognition of a new independent state in the international arena.

Kazakhstan for the first time participated in the UN at the 47th General Assembly held on October 5, 1992, which was held by The President of Kazakhstan Nursultan Nazarbayev.

Speaking at the 66th session of the UN General Assembly in September 2011, President Nursultan Nazarbayev said that over the 20 years of its independence, Kazakhstan has strictly followed the letter and spirit of the Charter of the United Nations. One of the main foreign policy priorities of our country is actively involved in dealing with pressing international issues within the UN, development and expansion of cooperation with the global universal organization.[2]

Speaking of UN operations in Kazakhstan, it should be noted that Kazakhstan has actively participated in the UN General Assembly, Security Council, supports the development of peacekeeping missions, actively cooperates with specialized UN agencies such as UNDP, WHO, UNESCO, UNICEF many others. Kazakhstan due to its active position made an invaluable contribution to the preservation of peace and security, as well as functional and structural modernization of the United Nations.

Kazakhstan has earned high recognition in the United Nations, but also throughout the world for his invaluable contribution to the preservation of the environment and the preservation of public health, as the closure of the Semipalatinsk nuclear test site, and the rejection of 4-largest nuclear arsenal. Kazakhstan is actively involved in promoting dialogue among cultures and religions.

The second in November 2006 at the plenary meeting of the General Assembly of Kazakhstan received the support 187 of 192 UN member states and became the first Central Asian state, elected by 54 members of ECOSOC. ECOSOC membership is based on the recognition of the practical contribution of Kazakhstan to strengthening international security and non-proliferation of weapons of mass destruction, the development of a dialogue of civilizations and the successful implementation of the Millennium Development Goals. 66 session of the UN Kazakhstan signed the Millennium Development Goals in the fight against poverty, hunger, disease, illiteracy, environmental degradation and discrimination against women, which should be completed by 2015. This suggests that Kazakhstan attaches all efforts to accelerate sustainable development of the country, to create favorable living conditions and finding ways to strong growth in the economic, cultural and social spheres.

The President of Kazakhstan Nursultan Nazarbayev with to the earliest days of the state's participation in the UN stressed the priority of interaction with the organization. Initiative of the President of the Republic of Kazakhstan on creating an organization the Conference on Interaction and Confidence Building Measures in Asia extended to them at the 47th session of the UN General Assembly, October 5, 1992 has fully justified itself and proved the need to exist, as it is a mechanism to maintain stability and security in the region central Asia. UN activities will lay a solid foundation for peaceful coexistence and mutually beneficial cooperation between different countries and civilizations, as well as offer alternative solutions to overcome the great crises.

Most countries recognize the fact that the UN needs to be reformed. it concerns the fact that after the reform of the UN will be more perfect the mechanism of prevention of conflicts, wars, and various crises, and thus begin to justify the money invested in the organization, and will also protect the interests of all members of the state based on the principle of sovereign equality.

There are plenty of features to make the UN system and its actions more authority, credibility and efficiency. It is extremely important to improve the conditions of life on our planet and to understand what kind of actors emerge on the international scene. To counter the lack of political courage and will (sometimes reflecting the lack of goodwill on the part of states), and in the centers of the structures involved in advanced research, must be carefully studied methods of crisis prevention and control of our societies. Pondering UN reform actually covers a wider range of topics: it also applies to developing a new perspective on our relationship with time, methods for evolution or change the functioning of democracy (in the direction of providing more opportunities for the participation of all), awareness of common destiny of the entire planet, gaining new being of public interest. Now we need a more effective mechanisms of accountability and oversight, more streamlined procurement system, a greater degree of financial flexibility and more appropriate rules of recruitment and management. Speaking about the prospects of Kazakhstan to the United Nations and mentioned the possibility of his organizations to take concrete measures aimed at mitigating the adverse economic and humanitarian consequences of such technological and environmental disasters , as the drying of the Aral Sea , Balkhash, the Semipalatinsk Test Site , the global environmental catastrophe as ozone depletion and greenhouse effect. In order to achieve peace, security and stability not only in the region but in this world, Kazakhstan will actively participate in the further work of the United Nations, and in turn, find new and more effective ways of working. Need to quickly find new ideas and solutions to new threats.

The fact that we work with the UN for 22 years says that Kazakhstan is an ardent supporter of the ideals of their goals, and with the organization is doing everything possible to maintain peace and security at the global level. All these years we have always followed the rules of the UN Charter, which brought us a reputation as a responsible and important object in the international arena.

Thus Kazakhstan embarked on cooperation with international organizations, particularly the UN. It may be noted the fact that Kazakhstan intends to become a non-permanent member of the UN Security Council for the period from 2017 to 2018.

Given the fact that he is a unique organization of its kind to provide a stabilized environment world, Kazakhstan seeks through it vosit huge contribution to the prosperity of the world and that the safety of not only the region but also all over the place. Kazakhstan election for non-permanent members of the Security Council for the period from 2017 to 2018 is very contributed to this.

At the moment, all relevant human problems urgently require constructive cooperation of various countries across the planet and create the necessary prerequisites, as well as consolidation and strengthening of friendly relations in all directions. Kazakhstan during the years of cooperation with the UN and its specialized agencies significantly strengthened its position as a state that is now making a real contribution to the strengthening of global security. Kazakhstan showed his excellent skills in the foreign policy of our country measures to strengthen national security and security at the regional and global level.

Cooperation in their understanding is bilateral action. Therefore, Kazakhstan and the UN actively help each other in various fields. UN pays great attention to reducing social inequality and poor segments of the population, especially in areas with high levels of poverty, environmental protection, gender politics, strengthening human rights protection mechanisms, dissemination of successful democratic governance in Kazakhstan.
