Multilingualism in education is call of the time

The main factor of education and spiritual formation of young people in social and economic society in Kazakhstan is multilingual and bilingual education in higher education institutions. There upon the attention to the question on multicultural education, learning Kazakh and Russian languages are put. 

The official language of the Republic of Kazakhstan is Kazakh the benefit of the Kazakh people, its significant cultural and spiritual value, a necessary factor for the formation of a person, the base language for learning other languages, guarantee for formation and development of cultural and linguistic communities and a strong identity, a regulator of social and human relations, batteries and transformers between the human and national knowledge system of values. Man unaware their mother language is a man who has lost all the wealth and all of his benefits.

Therefore, each component of the trilingual language in Kazakhstan should submit to the superiority of the given language. The second advantage is the multilingual language policy of Kazakhstan, as a citizen of the Republic of Kazakhstan can speak Kazakh, Russian and English languages that can significantly increase their capital, it means that the competitiveness and capabilities increase.

One of the factors in education the young generation that is ready to carry out new tasks of the spiritual, social and economic formation of Kazakh society, is the development and implementation of multilingual education in higher educational institutions of Kazakhstan. Multicultural education is the basis for the formation of a lot of cultural identity, and the knowledge of the Russian language or a foreign language broadens the mind of a person and allows for the comprehensive development, enhances culture of inter-ethnic relations and tolerance. The head of the state

 Nursultan Nazarbayev in his annual message to the people pais particular attention to the cultural project " trilingual basis". In the message of this year, entitled "Social and economic renewal is the main direction of Kazakhstan development", he noted that "The multinationality and multilinguism are one of the values and the main feature of our state." And he also highlights the need to improve the quality of learning the Kazakh language as the state language grouping the whole society. Therefore, the study of the Kazakh language, as well as development of multilinguism is one of the main directions of the educational process in secondary education today.This is the education of the person who gains knowledge in three languages at the level of the requirements of mandatory national standards of education of the Republic of Kazakhstan, who has a multilingual competence, as well as the upbringing of an individual with development of the quality of many of the cultural and spiritual dignity. Expected results of multilingual and bilingual education include the following:

  • graduates freely use their knowledge acquired in accordance with the requirements of the state standard for general education of the Republic of Kazakhstan in Kazakh, Russian, and English languages,
  • the identity of the owner of multilingual information and communicative competence,
  • multiculturalism, spiritual morality, a high level of ethnic cultures, respecting national ident common Kazakh value with the interest in study of languages in the labor market,
  • career promotion will not have language difficulties of obstacles. We must not forget that the "Language of unity the unity of desire", "The fate of the language the fate of the people" and must develop a unity of language, since it is the basis of the unity of the people. So our primary goal is to increase interest and aspirations of the younger generation in the Kazakh language thereby awakening love to the country in the hearts of the young generation and raise generations that will serve the good of the state is our most important objective. However, the results of comprehensive analysis conducted in recent years indicate that Kazakhstan has developed a model of "Kazakh language and the English language." Bright future of this trend is also confirmed by the results of independent sociologists Research Agenda. The most interesting is that the development of this area is not only confirmed by the Research Agenda aimed at this problem, but in the course of the Research Agenda for other issues. For example, the research of BISAM research center which was held in 2010 and aimed at investigating the quality of education in Kazakhstan revealed that students are developed in the English Language and that this trend will increase. Assessment of risk of extinction of the Kazakh language under the influence of two global languages, measures to prevent this process is very important for the future of the state. Therefore, we must pay special attention to development of the Kazakh language. Of course, the process is moving forward by the government. The state protects the interests of citizens, guarantee their interests so the government can see that the process of supporting the Kazakh language proceeded peacefully and without ethnic discrimination, slowly but surely, and that it harmonized with the interests of all citizens of our state. Therefore, it is essential to keep this balance and the process flow of the Kazakh language support along the evolutionary path must have a positive impact on the development of the state language.

Providing a productive connection in the space of the world of education, to ensure the availability of relevant information on the three Kazakh, Russian and English languages is planned trilingual education programs for language KazakhRussian International University. To achieve this goal and create a trilingual education need to solve the following problems:

  • develop a model of trilingual education in universities; the formation of linguistic competence and intelligence of the students;
  • the development of educational programs for the implementation of trilingual education in higher education institutions;
  • to provide training, teaching, teaching aids and a demonstration material and technical conditions for the implementation of trilingual education in higher education;
  • the formation of artificial language by inviting foreign teachers; - the introduction of team teaching method (foreign and local teachers). After completing each level a certificate is received that confirms knowledge of the native and foreign language. Organization of the study subjects in one language or simultaneously in several languages will be implemented according to the model chosen trilingual education.

Kazakh-Russian International University one of the first private institutionsof higher academics in Kazakhstan. To perform the above tasks at the university prepared translators for English, French and German. Until today the main task of the Department of Philology and Translation, where he studied English, German, French is improving the quality of teachers and ensuring a high level of learning foreign languages. Faculty working to implement a program called "trilingual basis" cultural heritage is planning to study in depth the state language, Russian and English languages. Lecturer Urusov Nicolaus arrived from the United States of America in the past two years (2011-2012 school year and the 2012-2013 school year), giving lectures to students specialty "Information Systems", "Information content and management", as well as a professor of Indonesia Gatut Luhur Budiono lectured the students specialty "Finance", "Management", "Tourism", "Accounting and Auditing" and were given certificates, Bang Beng us from South Korea conducted a session on Koryo language. All specialties ordered such practices in the future academic year a lecture in English language for several undergraduate majors and graduate programs.

In order to implement the Language Policy of the Republic of Kazakhstan, stimulate interest in the study of language, education versatile developed, competitive personality, determination and support of young professionals fluent in three Kazakh, Russian and English languages at the university on the project "Trilingual basis" is held each year Competition "Talent language."
