Changing the system of financing is a condition of effectiveness of the activities of agencies of community self-organization

Interesting, very promising, but not quite rational in its current form, according to the authors, the way of help for residential cooperative organizations have been chosen in some regions of Ukraine. In Poltava at the end of 2014 was approved municipal program of activities of the agencies of self-organization of population (ASOP) by 2015 [5]. Activities programs are relied on for agencies of self-organization, acting in accordance with the Law of Ukraine «About agencies of self-organization of population», adopted by Parliament of Ukraine in July 11, 2001. Taking into account the foregoing, the analysis of increase of efficiency of activity of agencies of public self-organization are offered.

Studies devoted to the topic are a little. Most of them are scientific works devoted to the legal aspects of the functioning of agencies of self-organization: the collections of normative legal acts [6], scientific- practical commentary to the Law of Ukraine «About agencies of self-organization of population» [4], educational or practical manual [8], [9], the monograph devoted to the problems of formation and development of agencies of self-organization [3], the articles of officials of the district Council [10].

There is no generalization and deep analysis by national scientists of the economic essence of self- organization, the main problems facing them. This is what determines the relevance of this article.

The research objective is the analysis of activity of agencies of self-organising of the population (on the example of October district in Poltava) and, primarily, funding system, to find mechanisms to increase the efficiency of their operation.

Іn accordance with article 2 of mentioned Law, the agencies of self-organization of population – representative agencies created by the residents who live legally on the territory of the village, town, city, or their parts, for resolution of specific local issues [1].

Housing committees (in apartment buildings), street, block committees (private sector), committees of districts, districts in town, rural, village committees are the agencies of self-organization of population. In fact, it is the agencies acting on cooperative principles.

The main objectives of agencies of self-organization in accordance with the Law are:

  • the creation of conditions for participation of citizens in solving local issues within the Constitution and laws of Ukraine;
  • satisfaction the social, cultural, household and other needs of the residents by assisting in the provision of appropriate services;
  • participation in the implementation of socio-economic, cultural development of the respective territory, other local programs [1].

On the implementation of Poltava Council of the programme of the agencies of self-organization of population‘s activities by 2015, on district Council sessions in Poltava were initiated appropriate district program.

Council session of October district in Poltava on 3 February 2015 supported the decision «About approval of the activities planned at the expense of subventions from the city budget for 2015» [2] October district in Poltava is the largest according to area and population. The situation in other areas is similar. Therefore, let us analyze the content of the specified area.

The purpose of performance measures is to improve the quality of life of members of the district society, who live on the territory of activity of the ASOP due to a more efficient use of outsourced financial and logistical resources, budget and system to improve the ability of ASOP to perform independently own and delegated powers.

Section 4 of this decision contains tasks of the main activities and expected results from their implementation: «the main tasks of the implementation are:

The formation of an effective mechanism of cooperation between the ASOP and the district Council, its structural divisions.

Ensuring favourable conditions for the functioning of ASOP and creating opportunities for them to fulfil their responsibilities.

Promoting ASOP to solve issues of training and advanced training of the leadership of ASOP. Financial and material support for the activities of ASOP.

The promotion ASOP to raise funds and logistical resources at the expense of the inhabitants on the area of ASOP, commercial organizations, and donor agencies.

Attracting an increasing number of the population in the process of creation and activity of ASOP.

The formation of mechanism of effective activity of the ASOP in the field of socio-economic development of local communities.

Carried out activities in the field of training of leadership can allow ASOP to decide issues of conducting its activities, land development, fundraising and cooperation with local governments [2]». (It is not clear why only «carried out activities in the field training of leadership» can allow ASOP to decide issues of conducting its activities, and land development, fundraising and cooperation with local governments, but not the realization of whole range of tasks? Perhaps this is a stylistic mistake of developers – approx. authors).

As we can see from abovementioned, the goals and objectives of activities have to contribute to better quality of life of community members in the district. And how is this going to happen?

Chapter 5 of the document contains the main activities to be carried out:

  1. The formation of an effective mechanism of cooperation between the ASOP and other local
  2. Ensuring favourable conditions for the functioning of ASOP and creating opportunities for them to fulfil their
  3. The promotion of local ASOP to address issues of training and advanced training of the leadership of
  4. Financial and material support for the activities of
  5. The formation of mechanism of effective activity of ASOP in the field of socio-economic development of local
  6. The involvement of the population in the process of creation and activity of the
  7. Improvement of the activities of Quarterly analytical study of the status and development of ASOP on the territory of the Oktyabrskyi district of Poltava.
  8. Analysis of economic and financial efficiency of implementation of measures [2]».

Mechanisms of the implementation of activities do not specified absolutely. In fact, it is only good intentions. How, when, who, it will implement is unclear.

From the total amount of subventions from the city budget of 250 thousand UAH, 150 thousand provided financial promotion of heads of agencies of self-organization of population that is 60 % [2]. And only 100 thousand for household expenses. That is, to improve the lives of residents of the district can provide only 40 % of the allocated funds.

However, even that is not specified what ASOP how much money will receive, which gives the possibility for manual allocation of financial resource, when one agency of public self-organization can obtain quite a considerable amount, and the other one – miserable. The developers of the document understand the inefficiency of the existing system of ASOP. So, in section 2 of the analyzed document states:

«... for 13 years, the majority of ASOP, unfortunately, has not proved a highly effective associations which have active support among the population and is able to independently perform the duties. Over the years of ASOP‘s existing it is not directly allocated funds from local budgets for the implementation of their own authority.

Sometimes the process of creating of ASOP and their further activities cause doubt of regarding compliance with applicable laws. Most of the residents of the certain areas of activity of ASOP have no information about the work of their committees.

Among the members of the committees of public self-organization, as a rule, no qualified personnel who could professionally manage the activities of their ASOP.

Summing up, we can state a number of problems and obstacles that hinder the strengthening of the role of ASOP and the positive impact of their activities on the socio-economic development of the region:

  1. The absence of need to fill the creation and development of ASOP on the local
  2. Ignorance of general population about the opportunities and mechanism of the creation of
  3. The absence or very low qualification of the leadership of ASOP, the inability to systematically increase
  4. Insufficient authority of ASOP and its leadership among a wide range of residents living in the territory of its
  5. The lack of strategies and tactics for the development of ASOP, high-quality and realistic programs of development of the certain
  6. The inability of most ASOP to independently draw financial and material resources [2]».

The current system of ASOP funding is ineffective. The fixed amount of remuneration for ASOP managers will not encourage them to efficiently perform their duties. The level of remuneration should depend on the quality of work. And 60 % of the costs of financial promotion can be considered as «wasting» money.

There is a need to implement the competition (tender) grant system with a obligatory co-financing at the expense of the inhabitants-members of agencies of self-organization of population.

Consequently, the development of integrated analytical tools and step-by-step algorhythm of the implementation of the concept of co-financing at the expense of the inhabitants-members of agencies public self-organization of population is a promising direction for further research in the context of this problem.
