Under the conditions of the current energy crisis, which has already seized all the world, there is much tension around the issue of universal transition to a new level of energy efficiency policy. This policy is of high concern of energy-rich Kazakhstan as it touches on several important and interrelated aspects. The first point is a conscious political decision at the national level, e.g. the way how the state responds to the problem as a whole: whether it carries or delays the adoption of the relevant documents on the basis of the current energy situation and/or on the basis of regional and/or global treaty obligations. In the case when the state is committed to energy-saving philosophy the problem lies beneath the ability to use the least amount of energy while maintaining or increasing the level of consumption. The practice of adaptation of the new energy policy theoretical approaches in Japan is highly attractive as a possible background to the energy policy of Kazakhstan.

The United States and Mexico are more than neighbors sharing a common border. The United States and Mexico are economic partners, often political allies, and sometimes competitors for talent, capital, and technologies. Economic interconnection and the density of cross-border interaction have shaped mutual relations for a long time. This paper considers the following issues: assessing Obama’s Latin America Policy, U.S.-Mexico relationship in the Obama Administration; and, potential areas of collaboration between the United States and Mexico. The goal of this paper is to examine the recent development of bilateral US-Mexican cooperation and identify major areas but also limits of interaction.

This article analyzes the works of Western researchers on Central Asia between 2010 and 2013. We consider the point of view of various authors that focus not only on issues of geopolitics, security and international position of Central Asia, but are dedicated to the internal problems of individual countries in the region, their political and socio-economic development. By the end of the 2000s the impression that foreign interest in the Central Asian region has exhausted itself, that everything has already been written. It seems that the West has lost the geopolitical interest in Central Asia, which is supported by the presence of US and NATO forces in Afghanistan. And all the changing dramatically: on the one hand, the West is scared Russia’s desire to speed up the creation of the Eurasian Union; on the other – strengthening of China in Central Asia is also not satisfied with the Western strategists. It also may include factors of Iran, India and Afghanistan, again, to understand that the geopolitical struggle over Central Asia does not disappear, but is entering a new phase. These findings come after analyzing the works of the authors underwritten Western researchers.

Beginning of 2014 is marked by the fact that the US and the EU imposed sanctions against Russia after the annexation of the Crimea by the Russian Federation. Taking into account the fact that the sanctions entail serious consequences for their economies, it was decided to introduce restrictive measures step by step depending on the change of Russian behavior. The first step of sanctions is characterized by visa bans and the freezing of assets in the United States. The second phase consists of two stages, where the restrictive measures concerned visa issues and the cessation of new investment. In the third stage, the US imposed trade restrictions, as well as financial sanctions, the energy sector, the defense sector were included to the sanctions, Russia also expects a limited market access of US debt. In the article, the authors analyzed the impact of sanctions on the economies of European countries, examined the effectiveness and potential impact of sanctions and the views of leading American and European experts opponents were presented.

This article is about the educational policy of the President of the RK, namely about teaching and studying foreign languages. Why is it neces­ sary to know for Kazakhstani people foreign languages? What must be done to develop the idea of our president i? The output of Kazakhstan onto international arena tells about the great need of possessing foreign languages. The current linguistic situation in Kazakhstan allows us to talk about the unity of three languages as about significant factor of strengthen­ ing of social harmony. The diversity of cultures and languages, its equal coexistence is the freehold property of our Nation. The main purpose of Kazakhstani education is to create required conditions for developing and professional formation of personality on the basis of national and common to all mankind values keeping the native language and culture, traditions and customs.

This article dwells upon some objective reasons why the state lan­ guage policy in the Republic of Kazakhstan was and is still moderate. What should be done on the part of the government, individuals, language cen­ ters for the development and advancement of the Kazakh language? What kind of responses should be from the other ethnicities to the initiatives on the formulation of the language policy, in particular, the state language policy? There are a variety of view­points on this issue. Once Henry Ford said: «Coming together is a beginning, staying together is progress and working together is success». That’s why if we want to be successful in the formation of the state language policy and effectively to implement it, we should work together and learn the Kazakh language and recognize it as a state language.

The state of GDP in the Kazakhstan’s economy is considered in the ar­ticle. The advantages and disadvantages of modern methods of calculating GDP are reviewed. Gross Domestic Product (GDP, GNP, Gross National Product) is a market value of all eventual commodities and services (id est intended for a direct consumption), produced for investigated period in all industries of economy on territory of the state for a consumption, export and accumulation, without depending on national belonging of the used factors of production. Often GDP is used as a synonym to the word « economy», because reflects the scales of economic activity in a country. For an analysis and comparison the real GDP from that influence of change of standard of prices is excluded in a country is used. However, sometimes at strong fluctuations in exchange a government and ЦБ are oriented on the nominal increase of Gross Internal Product, aspiring to weakening of course for maintenance of height in nominal expression, that also renders a stimulant effect on a production and consumption. In spite of the fact that GDP is one of key for understanding of macroeconomic situation in a country, directly the publication of this index has a limit influence on a market. The analysis showed the dynamics of GDP in the Republic of Ka­ zakhstan for the period of ten years. The causes of reduction are identified in GDP growth. Based on these data, taken into account the new solutions for the economic growth of Kazakhstan’s economy.

The World Wide Web has the most operational information, as useful to society, and one that calls for undermining national security, violation of the integrity of the State. The principle of easy access to the network information provides a tremendous opportunities for unlimited spread of religious extremism. At present there is a great number of different blogs, forums, chat rooms, and other media applications on which supporters of extremism can freely express their ideology and recruit into their ranks new supporters. The provision of effective counteraction to religious ex­ tremism can only be achieved through the joint efforts of: government agencies, representatives of traditional religions and the scientific commu­ nity. The authors noting the need of preventive work to eliminate Internet sites which are marked active advocacy ideology of extremism and terror­ ism, and called for the participation in the crimes of terrorist and extremist orientation against people of another religion or nationality. Considering the fact that the spread of a crime extremist ideology has become an urgent problem this time, the policy of the State government establishes legal and organizational basis to curb the manifestations of all forms of extremism under the laws of the Republic of Kazakhstan.

The article describes the reasons for the high level of juvenile delin­ quency in the Republic of Kazakhstan, as well as ways to deal with it within the framework of state development programs. Strategy «Kazakh­ stan – 2050» contains the basic provisions outlined in the guidelines of the United Nations for the Prevention of Juvenile Delinquency, adopted by UN General Assembly Resolution in Riyadh. Also noted the need for moral education of the younger generation and strengthening the role of the fam­ ily in society. The system of measures to combat juvenile delinquency is based on the nature of the general social measures designed to ensure adequate standard of living, welfare, culture, upbringing and education of citizens.

The purpose of this article is to examine the definitions in concept of human rights. The article deals with the international theoretical and legal aspects of human right`s development. The author conducted a com­ parative analysis of general human right`s development, their status and classifications. If you look at history of human right`s development, it is revealed that the human rights gone through several phases, which have their own characteristics. the modern catalogue of human rights stated in international law documents and the constitutions of the states of law, is the result of a long historical development of benchmarks and standards that have become the norm in the modern society.

The paper addresses the issue of the country’s image from a perspec­ tive, aiming to identify and analyze the ways in which cultural diplomacy can support the branding process. The article discusses the role of cultural diplomacy in promoting Italy’s positive image abroad. The article explores Italian application of soft power through culture and language promotion, and cultural tourism. The analysis was conducted by assessing official documents. The author stresses that the instruments of cultural diplomacy are not fully supported in promoting the image of Italy in the world’s com­ munication channels, and it reduces the efficiency of image policy. Such problems as the absence of unified strategy, combining the various initia­ tives of ministries and departments at central and regional levels, and fund­ ing restrictions obstruct to effective application of soft power instruments

The article analize the relations of Kazakhstan with Saudi Arabia which are based on coincidence of interests in the field of trade and economic cooperation, investment, culture, oil and gas sector. The main stages of cooperation and prospect of the relations between Kazakhstan and the Kingdom of Saudi Arabia are detail investigated in this article. Kazakhstan attached priority significance to development of trade and economic relations and an attraction of the Arab investments. The Arab countries show interest, first to strengthening of spiritual and cultural ties on the basis of an Islamic community. Investment opportunities of KSA, their interest in implementation of large infrastructure projects in Kazakh­ stan are especially noted.
