The article deals with the problems of the Caspian region and its coasts continue to be actualized, affecting large masses of people, now more and more feeling their commonality.It is estimated that about 10 million people live in the spaces around the Caspian Sea, four CIS states (Russia, Azerbaijan, Kazakhstan, Turkmenistan) and the Islamic Republic of Iran are located here.

The postsocialist transformation and the subsequent integration process into the European Union have raised the question of the systemic outcomes of these major institutional changes. Will a new variety of capitalism, marked by the legacy of the former socialist system, emerge or will we observe a convergence towards existing models of capitalism ? Since the beginning of the 1990’s, the literature on the emergent forms of capitalism in the new EU member states, yet initially constrained by the domination of the « transition to a market economy » paradigm, has flourished to try to answer this question. Eventually, several hypotheses emerge within various theoretical frameworks. Recent developments emphasize the dependent nature of East European capitalisms marked by the decisive weight of foreign direct investment inflows. Dependent capitalism is taking different forms in East- Central European countries, Baltic states or Balkan countries. The 2008 financial crisis brought to light the vulnerabilities of this dependent capitalism.
