Socio-political activities of A.Baitursynov were developing in the conditions of two political systems – czarism and socialism, which have finalized his views on culture and education. In the culture he saw the way of keeping the unity of the nation and the development of national statehood, achieving the level of civilized countries. Low level of cultural development is the key to that holds you back in the fight for your national interests, he thought. Akhmet Baitursynov was reformer of Kazakh writing, he adapted the Arabic graphics and used it in for the Kazakh language. He, as no other understood the close relationship of people’s fate with the fate of the language.

Intensive modernization processes, taking place in the Republic of Kazakhstan made legitimacy problem of existing and newly creating institutions more urgent. Legitimacy of the political authority in the Republic of Kazakhstan in such spheres as increasing Parliament powers, consolidation of role and functions of political parties, forming political institutions, which are able support internal unity of the country and it’s internal legitimacy is analyzing in this article.

This article considers a question of a ratio of national and democratic aspects in development of the Kazakhstan statehood. The author also shines what certain steps towards formation of the national state were undertaken by Kazakhstan and what concrete measures on a way to achievement of national statehood were carried out. Along with the specified questions, the author also in article tells about process of democratization of the Kazakhstan society and the state and marked out the main lines of domestic system of democracy in RK.
