This article covers conceptual positions of modern economic education.
One of the characteristic features of the modern stage of the modern development of civilization, distinguishing socio-economic life of our time from already reached levels is a rather improved system of education which is becoming intellectually saturated, dynamic and more expensive.
The problem, requiring greater clearness and comprehension, causing controversy in scientific world is connected with the problems of elaborating of new, more effective educational technologies.
The priority of the solution of these problems in the context of the development of any society becomes more and more apparent.
However, creation of new technologies shouldn’t be considered as the end in itself and the pursuit of originality in the name of this purpose. A huge layer of educational capabilities has been accumulated as the result of the creative work of many people, which are underestimated and seldom used in some cases.
We can suppose that the efficiency and success of new educational technologies would depend on the usage of potential possibilities accumulated in “retro” and development in the direction of “modern”.
Some aspects of creation of new educational technologies in the selected for research local system called “Economics for you”, within the framework of the educational complex are esteemed by the authors of this article.
Statement of the problem
Creation of the educational complex serves to solve two problems: deep study of the main theoretical problems “Economics” and profound knowledge of foreign language. The necessity of such project is caused by the increasing need of the society in mastering the latest scientifictheoretical economic technologies and more profound language specialization, in other words, speculation by “Economics” of high style in the original language, say in English (more figuratively-to read and understand W. Shakespeare’s works in his native language).
This problem is rather complex but attainable. If to esteem the variant of such development as a strategic goal, it is necessary to understand (in accordance with a winged expression “there is no limit to the acme of perfection”), that in this case it’s better to speak about the tactical line of motion of such goal, which subjectively mirrors the statement of the specific level of desirable education.
It is a question on creation, in educational purposes, of peculiar model of virtual, volumetric representation of economic processes with the usage carefully designed “plane” programs in the form of compatible unseized modules.
Search and creation of the informative base and grounds of the basic programs
Recently a great number of monographic and educational economical literature of the western authors are being translated. However, because of small issues, nigh prices literature of such kind remains beyond the means of a wide circle of readers. Besides it is necessary to consider the fact of the difficulty of reading and comprehension of the indicated literature, counted on the readers, dwelling in the real conditions of the developed market environment, great choice of literature and possibilities of obtaining proper education at any level.
The original U.S. issue of the textbook “Economics” by Campbell R. McConnell and Stanley L. Brew. On market economy which is very popular in American colleges and universities is selected as an original source and central part of the informative base in creation of Educational Complex.
Selection of this textbook as an “exclusive” was prefaced by the following circumstances. First of all it is clearness and availability of presentation of the material, that makes it attractive and interesting to our readers, irrespective of their educational level and occupation. At the same time, the depth and systematization of the economical analysis of the set of problems, causes serious problems in their understanding and appreciation from the point of our real position (comparative analysis).
All advanced reasons made the authors of this project carry on great work on adapting the content of all materials in connection with so said mentality peculiarities of our “Soviet” readers.
It is also important in connection with the fact that as a result of the ex-persistent “ideologization” in the past in the field of economical education the problems of economy have come to some closure and deadlock in the development of some actual problems.
Achievement of the essential level of adaptation
Definite virtuality in the usage of two rather independent branches of knowledge can become the solution of the paradox of “biunity” (economics and foreign language), which mirrors the aim of the contemplated Educational Complex.
Considerable work is to be done in the process of creation of the adapted variant of the textbook “Economics” in Russian and in English in the form of synopsis-digest (to be translated into the Kazakh language in future). The activity of this stage is not just great, but very complex from the scientific and intellectual point of view. In this very case it is necessary to achieve a high level of adaptation, but saving the wealth of the scientific potential of the teaching material and creation of conditions for subsequent further full-program teaching in the English language.
We consider this manual to be used by those, who come across it for the 1-st time and is eager to study “Economics”, as well as by those who has already studied it and has a good understanding of the problems of “political economy” and “fundamentals of economic theory”. It’s quite clear, that any manual on economics should be carefully read, especially, if the ideas are expressed so precisely as the form accepted in such issues requires it.
Such well-receptive particulars as “conclusion”, “wording”, “digression”, basic terms and concepts” will help to solve the aims. All the terms are explained in detail and detailed glossary is enclosed, as an accessible source of references. Diagrams and tables in the form of synopses are simple, but rather informative.
In the Russian variant of synopsis-digest of “Economics” all headings, terms and concepts, resume, notes to illustrations will be duplicated with English equivalents. Each theme is followed by brief summary in English.
In our opinion introduction of foreign elements into the Russian text can become the initial preparatory step to future volumetric learning of the language, making such transition elastic and more permanent.
Formalizing and selection of educational programs
The aims and objective of executable programs, their viability, level of adaptation to the rapidly changing life-conditions and as a result, their effectiveness depend on the right-chosen aims, programs specifying and determining the practical directivity in solving these problems.
In this connection we offer the following orientation in formalizing the programs:
- primitive – formalized;
- spontaneously – instinctive;
- oriented – imitative;
- self – oriented (in connection with the statement of the specific aim of education);
- Optimally – scientific –
Symbiosis “optimally – oriented” variant is assumed in this investigation. The issue of “Economics” in the form of the adapted synopsis – digest under the name “Economics for you” is not authoring and is supposed to be a manual of studying the main problem, set up in similar issues.
Orientation on the original textbook “Economics”, causes the necessity of creation of the dominant program in the form of base-lectures, given in the order, suggested by the authors.
As can be seen from the listed problems, offered interpretation of the course doesn’t consider peculiarities of our education that arises to the necessity of its polishing up and further adapting on the base of our scientific priorities all these will let us obtain some rarity of this issue. It’s also necessary to introduce not only such attributive parts as propedeutics, micro and macroeconomics, but to achieve certain additively of the main section within the frame-work of the whole course.
The further development of this textbook in the English, Russian and Kazakh language will be connected at the subsequent stage with the creation of the independent reality variant which takes into account state standard requirements that will be the beginning of its creative development as the course of “Economical theory”.
Introductory course (propedeutics) of the economical theory isn’t very complicated for teaching, but complicated for students’ perception. It’s theory that gives all explanatory and predicting force to economical science.
Making the students familiar with economical theory is rather difficult, that is why it often happens when the teachers get down to lecturing special and exceptional lectures.
Introductory course is necessary not only in connection with the fact that it is the students’ first experience of coming across economical terms acquiring some economical concepts and they should learn instruments of analysis, that allow them think more clearly and consecutively in a broad scope of public, socio-economic problems.
“Fundamentality” of the principles of the given course means a certain philisiation of some of its separate sections and paragraphs in the form of micro and macroeconomics, financio-credit disciplines, banking, taxation system, pricing, management courses, when we watch further “split” into a set of special disciplines.
As a matter of fact the whole system, of indicated and other economical, sciences exist in the framework of the economical theory and is present in it in a “folded” form.
This fact imposes definite specificity and makes it difficult to be studied not only by the students, but by the teachers as well.
Grounds of the course
The main aim of the course is development of the integral scientific idea about the world of economics, discovery of internal mutually important, interdependent reason-consequece relations and dependence of its functioning.
Functional approach to investigation of the economy of modern society is used in the course of “Economical theory”.
Central problem of the tendered course – the objectives of functioning of modern market economy.
Internal unity and integrity of the economical theory are conditioned by the community of the main conformity steps of economical development.
Diversified economic models, converted into reality in different countries are based on the market relations.
In this course there is no traditional division of economic relations from the point of view of their belonging to different socio-economic formations, serving before, as the base for comparatively isolated existence of political economy of capitalism and socialism.
The aim of this course is to show that it is impossible to provide self-regulated system, effective motivation of labour, increase of economics efficiency, achievement of high-scaled social wealth without normally operating market mechanism.
In the first section general problems of the subject and methods of the course, fundamentals of the public production and common features of the economic organization of the society, problems of property and models of economic systems are esteemed.
The second section deals with the basics of the market economy, historical and theoretical grounds of the question (its main attributive parts: origin and essence of goods economy, theory of goods and money), intristic, structurally – functional characteristics of the market system and the role of the market economy.
The choice of the system of modern socialized market economy, as a priority form, necessity of determining economic subject and legally-organized kings of enterprises in market economy are discussed in the third section, microeconomic section – the system connected with the activity of an individual, household or firm. It is this very section where first problems of “Economics” as a general theory of the market economic behavior are discussed (the problems of “Economics” will be discussed more fully in a separate course “Microeconomics”).
The forth section is devoted to such problems of macroeconomics as national economy on the whole, general structure of the economy, factors of economic growth in accordance with the dialectics of analysis advance (promotion) from exclusive to more common.
The last fifth section – a transition to supranational level – is devoted to the world economy, systems of international economical relations and their regulation, global problems of economic civilization.
Proceeds from the fact that objective reality of modern economic science is the existence and confrontation of different variants of theoretical analysis of the market economy (classic, neoclassic, Casian, Marxist etc.) where each one has its own achievements and necessity in their interpretation more and more increasing, the authors of this program found it necessary in the interest of deeper and thorough interpretation of the views of economists of the past as well as modern interpreters, to esteem them in the separate course “History of economic doctrines on the last final stage in the framework of the whole educational complex “Theoretical economics”.
Publishing innovations
Today, there is a number of textbooks of different volume on each special field of economic sciences. Teaching material which the students should run in, becomes vast and the volume of the most textbooks increases just in this very proportion. It has resulted that the students having at their disposal o complicated textbook during the term, have to use synopses unsatisfactory both in the content and the form while preparing for their exams.
We shell elaborate the dialectic concept which as compared with the concept of traditional textbooks possesses apparent advantage. This advantage is in the refreshment course, great number of illustrations, examples, subsequent dialectic form and full accord between refreshment course and the main examination material.

In future the list of necessary work-outs, and manuals will be added in the course of development of one or another educational program in the framework of SEC.
Characteristic feature of this project on the final stage is a wide range of programs, diversified in duration and methods of teaching and trends of specialization.
Prospects for the development
The objectives and aims of the project can be practically realized by creation on the first stage of the independently working collective of scientists and specialists in the field of economy, foreign languages, applied mathematics, computer equipment, publishing business and other specialties and scientific trends.
In future, in the process of development of material-technical and intellectual base creation of permanently working scientific-educational centre (SEC) is supposed.
The main criteria of selection of participants of the project are community of views and compatibility of professional intellectual interests and practical activity.
Motivation of the activity of the Scientific Educational Centre

Within the framework of the given article the main conceptual positions on one of the directions in the field of educational are determined. Creation of Educational Complex on “Economics”, formation of the Scientific-Educational Centre and other trends are somewhat reflection of localized objectives. At the same time the authors of this project suppose greater possibilities in creation of similar projects on other scientific trends. Nowadays the activity on creation of educational complex on financial-economical disciplines is being carried on.
