The article is to characterize the most important components of would-be translator’s competence which is considered as a comprehensive and integrated notion, which is described in accordance with the requirements of the modern state educational standards. The objective of the article is to analyze the possibility of development of the basic, specific and special components of the professional competence in higher educational institutions. The realization of the competence-based approach allows to achieve the main educational goal — the ability and readiness of translators to be to perform efficiently and productively in different professional situations.

The paper presents an analysis of the current status of international cooperation, historical and pedagogical conditions of formation and development of the phenomenon. The authors analyzed the works of foreign and domestic scientists, periodization of the development of external relations in the system of higher education based on the systematization of archival materials, training documentation of Kazakh universities was proposed, positive experience of Russian universities was generalized. The necessity of a radical revision of the organizational, structural and ideological changes, updates the content of education, improve the quality of training requirements in accordance with the present stage of development of Kazakh society and global integration processes in the world educational space.

The article considered the meaning and essence of professionally oriented approach to teaching a foreign language lawyer's specialty. Analyzed occupational characteristics, features of professional thinking and consciousness of a lawyer. Noted that professional foreign language teaching has its own peculiarities, and is based on competence and student-centered approach, in which the student is an active participant in the educational process. The authors pointed out that along with the traditional methods of effective language teaching technologies of e-learning promotes the quality of law students language teaching.

Recent academic and professional writing regularly requires from authors to write competent abstracts. The paper deals with theoretical norms and practical outlines about mentioned writing skill. Many text books and studies have been already devoted to that topic, so author of the paper compiled basic hints which are understandable and useable in English for academic purposes teaching or in practice. Besides theoretical background and definitions, practical patterns are the main asset of the paper. The paper will help students and university teachers who are concerned in writing in English and to meet the demands they will face in college, university, as well as on the job.

The article deals with some efficient ways to improve student writing. It also touches upon issues related to the content of teaching writing at the present stage of education development. The authors offer examples of creative tasks that have a stimulating effect on the process of development writing skills and the creation of conditions to increase the interest and motivation of students to study a foreign language. The authors believe that teaching based on communication should be considered to be the major factor contributing to increase motivation, since it is the natural communication situations in teaching writing skills that leads to higher levels of motivation and the quality of knowledge in teaching writing.

The present work investigates the issues of the Concept of multilingual education development in the Republic of Kazakhstan as a system that defines the legal, theoretical and methodological, scientific and methodological support for training and implementation of multilingual education under the new paradigm of the education in the Republic of Kazakhstan. Multilingual education is seen as purposefully-organized process of formation of the language personality on the basis of the native language and the secondary language personality on the basis of foreign language.

It is emphasized that the main indicator characterizing level of living of the population is the total income. Analyze changes in the structure of household income in Armenia. It is emphasized that these processes significantly differ on urban and rural population of the country. It is proved that the ongoing process of change in the structure of aggregate household income countries shows the positive results of the formation of market relations in Armenia. It is noted that for the studied period of time in Armenia a certain work on decrease poverty of the country population was carried out. It is proved that the tendency to polarization of society into rich and poor can be graphically represented using the Lorenz curve

Present time there has been increasing interest in the topic of leadership skills development of Kazakhstani youth. The author considers globalization and set Strategy «Kazakhstan – 2050» as the most motivating factors to youth’s skills development. The researcher has conducted qualitative research in the form of in-depth interviews to examining the factors that influence the development of leadership skills of Kazakhstani youth. These are the education system represented by teachers and business involvement in youth’s life. Based on the findings, the researcher has defined the skills gap in the context of demotivation of education and business to be involved in every day youth’s life to cultivate values and leadership skills.

It is noted that the main organizer of the Astana Economic Forum is the «Eurasian economic club of scientists» Association. It is emphasized that during the existence this forum has taken place as an effective dialogue platform for expression of modern scientific thoughts. Reasonable arguments for benefit of appeal of this economic forum are given. It is proved that Astana forum — a new horizons and possibilities of crossborder cooperation between Kazakhstan and Russia. It is concluded that the agendas of the Astana forum are focused on key strategic directions of development of our planet economy. The contribution of Russian scientists in developing specific actions related to the challenges and prospects of further development of the global economy.

  A national or universal health care — the concept is rather vague, and in practice it is implemented in different ways. The health care system in each country — a product of its unique characteristics, history, political process, and the national character of the people, and many of these systems are  currently undergoing major reforms. Analysis of the health system in Kazakhstan showed that, at present, to improve the quality of care recognized as a priority task, and Kazakhstan has already taken steps in this direction by promoting the principles of evidence-based medicine, developing and implementing new clinical guidelines, and implementing quality improvement processes at the level of health care provider. Preliminary results of the State Reform and Development Program of Health of the Republic of Kazakhstan for 2005–2010 indicate that progress in improving the quality of care, but further efforts are needed in this direction. Kazakh Government also recognizes the need to strengthen health promotion and disease prevention.

The article proves the necessity of research of human capacity innovation perspective. The authors present the results of analysis of works by foreign and local scholars on the issue of the formation and development of human potential. It was defined theoretical basis of essence of the concept «innovation». The article presents the role of training human resources capacity, the need to manage human capacity through the existing system. Also the authors attempts distinction between two notions as «human capacity» and «employment potential». It was given original examples of training competitive employee in the field of industrial-andinnovative development of the country, as well as outlines the key competencies required for future specialists. Also the authors studied the experience of Western and Eastern countries in the field of human capacity development, and define the tendencies and prospects of development of the investigated phenomenon.
