This article contains the basic principles of students’ socio-cultural competence studying at specialized foreign language secondary schools. The concept of «socio-cultural competence» is regarded as the formation of skills to present the native culture and the culture of a foreign language in intercultural communication, the assimilation of the national and cultural component in the learning of a foreign language as a basic condition of students familiarizing to the culture of the target language country. There are the methodical principles of socio-cultural education, such as the principle of cultural conformity, the principle of cultural reflection, the principle of the dialogue of cultures.

In the article was considered and analyzed communicative competence of students formed in the learning process and largely determined by how the students are aware of the content of thought, their communicative intentions, situationally determined, as well as they freely on this basis, how they control their speech activity in oral or written form in the field of professional communication. The issues of language, culture, intercultural communication and their interaction with the teaching of foreign languages are discussed. According to the cognitive model there are such stages of teaching professional rhetoric as a sensitivity, operational, analytical and creative rhetoric development stages.

In article questions of realization of electronic training in the organizations of secondary education of various countries are considered. In world practice electronic training became an integral part of modern education. Authors showed the purposes of electronic training in schools of Kazakhstan. In detail features of implementation of the Kazakhstan project of introduction of system of electronic training in the organizations of secondary education reveal. Now on the basis of updating of structure and the maintenance of system of electronic training at comprehensive schools hold events for granting opportunities of information and telecommunication technologies for educational process.

The article in question represents the results of a practical research of various ways of expressing  politeness in the Russian and English linguistic communicative cultures depending on the context and the country of residence of the English speaking respondents. An analysis is done of different approaches to defining politeness in Russian and in English on the basis of the cultural background. The results are contrasted and compared, explained and analyzed with the description of their cultural specifics and also their possible reasons. In conclusion the ways are explained that can be used in teaching foreign languages to secondary school and university students as a part of forming linguistic and intercultural competences.

In the article there are the principles derived from the laws and regularities of implementation of innovative processes characterized as the elements of complex organization and management system of educational process. Authors have analyzed a number of concepts and definitions of the complex of principles and techniques of pedagogical systems’ management, including educational process, and that is management directed onto functioning development. Realization of the basic principles of polylingualism didactics is presented on the basis of a number of efficient technologies mediated by etnolingual didactic approach. Authors have defined a number of problems of implementation of polylingual education system as innovative complex pedagogical process.

The paper focuses on organizing students' independent work in teaching a foreign language. The authors suggest effective ways of mastering the language material that mobilize all types of memory. The researchers emphasize the need to study the words separately or in context, paying special attention to the work on the study of word combinations, different aspects of the meaning of words. The article presents a developed system of exercises aimed at mastering vocabulary and expands students' vocabulary. The authors give recommendations on keeping personal dictionaries for memorizing and learning the words by students.

The using of syllable structures in the process of learning has been etablished as an alternative approach to the rules of orthography in German primary schools. Based on the principles of syllable structures, the socalled «Haus-Garagen-Modell» is an appropriate implementation for primary education. After introducing the modell, which is due to the analogy of a basic syllable structure and a house with a garage, this articel demands, how valuable this method  could be for  adult education, especially for  studying  German  language. A survey on lecturers on Buketov state-university of Karaghandy and a introduction of students of different levels demonstrate the advantages and disadvantages of using this modell in adult education.

The article considers the concept of «language portfolio», which makes it possible to expand the scope of training (classroom) process to include the experience of the students in authentic intercultural direct communication. What is very important for the formation of the ability to communicate on an intercultural level requires a constant search for the real yield on authentic communication. The article discusses the reflexive self-esteem of students, which reflects the level of knowledge, skills and competencies, as well as communicative culture.

The article deals with the  peculiarities  of  teaching  junior  schoolchildren  foreign-language  oral speech. The work also raises the problem of the necessity of teaching foreign languages at an elementary school. Authors explored peculiarities of psychological and physiological development of children of younger school age, studied and analyzed the works of psychologists and methodologists on a research problem, on the basis of which conclusions are made about necessity of a foreign language teaching at an early age, assuming acquaintance with the peculiarities of culture of the people of the country of the studied language. In the conclusion authors offered some recommendations about specificity of teaching junior schoolchildren oral speech at English lessons.

This article is devoted to the inclusive education in Kazakhstan. Particularly, the educational model «Inclu-sion» used for education of disabled-children is presented. Especial attention is paid to the principle which determines the opportunity of people with disabilities to use the facilities of organization or services, with the same ease as an ordinary healthy person. Also, the materials of the article provide general information about inclusion in educational system of Kazakhstan, its stages and advantages.
