Social partnership in conditions of the resource center

The article examines the effectiveness of social partnership with the universities in conditions of profile training resource center. The features and advantages of the Resource Center have been allocated. Analyzed the content and structure of the course subjects on the basis of university technology, such as «Fundamentals of Accounting», «Fundamentals of Entrepreneurship», «Fundamentals of Driving», which provide preprofessional training of students in technical specialties that are in demand today and in the world market.  The author shows the educational opportunities of the network of schools to provide students with choices  like training courses, as well as ways of organizing learning activities with regard to their educational needs. 

In the age of high technology there is a need to rethink approaches to professional self-determination of students to a new level. This is due to the development of school education system, and the situation on the labor market. And market relations in the education system to initiate the process of integration of different levels of education. In this direction, a network organization of school education, i.e. profile training resource center, based at the secondary school № 5 in Karaganda, develops a wide network of social partnership with universities, companies, colleges, which could open up their resources for school students social practice, to provide an information exchange, to become consultants, additional educational centers.

This is creating of real mechanism of coordinated positions of the social partners on future development of RC, tracking the dynamics of labor market development, popular professions, sociocultural priorities dictated by modern society. This approach will ensure the organization of school education for all schools   the quality of the teaching of core subjects and organization of individual creative work of students will create an effective pre-professional, pre-university training system, preparation for UNT, distance learning, the use of elements of higher education. Market-orienting system of universities education creates a marketing department, which studies the demand, creates a unique selling proposition and ensures its promotion in the educational market. This is reference point for school education in the market environment.

Thus, the Resource Center for Profile Training, uniting around 12 nearby schools in the neighborhood, integrate their human, material and technical potential, attracting the resources of universities and thereby provides full profile education. Integration of school and higher education — are the new forms and methods of education, using of information technology.

In this perspective, one of the social partners is the Karaganda State Technical University. Social Partnership Resource Centre and KSTU, creating a new information and educational environment provides a wide range of educational services focused on the needs of students, individual mode of distance learning students, developing their skills of independent cognitive activity. The process of integration with the most popular university educational programs taking place both on the basis of the resource center, and on the basis of high school with the assistance of school and university teachers, for school is ideally favorable impoverished successful development of the foundations of basic disciplines, high-quality pre-university training, a conscious choice of profession. Develop targeted pre-professional training of graduates according to  the needs of the Resource Center of the Corporate University enterprises. Periodic workshops courses discipline based on university technology, as the course «Fundamentals of Accounting» at the Department of «Economics of Enterprises», the course «Fundamentals of Entrepreneurship» at the Department of «Management of the enterprise», the course «Fundamentals of Driving» in the department laboratories «Road Transport» provide pre-vocational training students in technical specialties that are in demand today and in the world market. There is a process of adaptation of students to the university system [1].

On the main stage of the mission of the Resource Centre we see in mastering and using new technologies, which in the present state of the material and technical base of our schools is not yet available to our students and teachers. Agreement between the Resource center and the Karaganda State Technical University (KSTU below), the participation of scientists in the experiment allow to develop and use new forms of learning neighborhood schools in the individual mode using distance learning technology. The first steps are being made in strategically important area of education informatization in RСPE. For school education, such approaches are cost-effective economically.

One of significant event for the Resource Center was its entry into the innovation and educational consortium «Corporate University», created on the basis of KSTU. Karaganda State Technical University is the first among Kazakhstan universities for improving the quality of training in demand in the labor market specialists creates innovative and educational consortium «Corporate University», which unites more than 80 large enterprises and universities of the region and neighboring countries. Companies can quickly promote the goods and technologies on the market through knowledge and professional skills of their graduates.

University, developing a multi-level training system, is pre-professional training of senior resource center. Pre-professional training of school leavers, the qualitative development of basic disciplines contributes to quality education of students. University became a mechanism associated with the strategic development of the business development of their human resources, training of highly qualified mobile specialists based on innovation in education and science, the using of the intellectual potential of the teaching staff and modern material and technological base of enterprises.

As  part  of  the  Corporate  University  are  large  enterprises  such  as  JSC  «ArcelorMittal Temirtau», «Kazakhmys Corporation», JSC «Sokolov-Sarbaiskoye ore-dressing production association» and others, as well as the universities of Russia, as Ural State Technical University, Institute of Geophysics, UB RAS and research institutes in Kazakhstan: Chemical and metallurgical Institute named J.Abishev, Institute of Complex Exploitation of Mineral Resources. And participation of the Resource center of profile training in innovative and educational consortium was a key moment in the way of further development, the using of new technologies in the educational process in the transition from education to the labor technology education.

Features and Benefits Resource Center of Profile Training as a member of the Corporate University:

Identify of problem areas in the period of school, pre-university education, professional selfdetermination of students, the definition of concrete actions in preparation of competitive graduate specialist will ensure the quality of education and raise the comprehensive, outgoing personality. The question about the fundamental mechanism of linking labor market studies and spontaneous organization profiles, and other educational services for the students, network schools of Resource Center is actual. Competent and optimal choice of the students profile with the prospect of vocational education should be linked to the demands and the labor market.

University, participating in the realization of the innovative project «Resource center of profile training», makes a significant contribution to its development, as the creation of information space, which unites 12 schools, mastering students the latest technology in the knowledge of this amazing dynamically developing world, training students in the individual mode for their needs using remote education technology. Distance education offers students new educational opportunities, access to non-traditional sources of information, increases the effectiveness of independent work, giving entirely new possibilities for creativity, gaining different skills, and allows teachers to use innovative methods of education, contribute to their professional growth. In strategically important area of education informatization RCPT makes the first steps. For school education, such approaches are cost-effective economically [3].

The using of distance learning technologies in the conditions of the Resource Center allows to expand the educational opportunities of network schools to provide students with choices like training courses, as well as ways of organizing learning activities with regard to their educational needs; to organize a project   and research activities in interscholastic telecommunications mode. Distance education in the framework of social partnership and resource center and KSTU can create the necessary educational resources available through the Internet or network resources for schools to use them in the educational process of profile classes. This model is acceptable when the network schools lack qualified teaching staff, equipment for teaching specialized courses, the deficit in the courses that support individual profiles, given that the students need to provide a real choice of Profile courses according to their interests and future professional intentions.

The world economy after the crisis will be significantly different from the pre-crisis economy. The technical re-equipment of the task, the transition to new technologies, saving resources and energy are formulated now. We need professionals with new skills and abilities. Therefore, in the high school courses are designed so that graduates possess perspective knowledge, able to work on the most modern equipment, master the skills to ensure his professional mobility.

And the landmark of Resource Center on the University development priorities defines new directions in the content of its educational services, giving them the urgency and relevance. This mechanism is particularly relevant in the context of the global economic crisis, exit worthy of which is possible only with the active cooperation of the resource center and the university, using its resources. The Resource Centre also informed about the needs of professionals in the region's enterprises. This will ensure competent and optimal choice of students for their profile with the prospect to be in demand in the labor market, and not spontaneous, purposeful system of profile education in our schools, taking into account market demand.

Participation of Resource Centre in the Corporate University is a unique opportunity to develop new technologies in the information space. Within the framework of the Agreement on innovation and educational consortium «Corporate University», students of network schools from Resource Center are offered access to the electronic library of KSTU, whose fund has more than 2.6 million copies of scientific, educational, reference and information literature and fiction in several languages. Skills of using electronic library resources will help to develop cognitive culture of students, research, designing activity. To increase the effectiveness of vocational guidance work among students and providing quality contingent of students for the 2011–2012 academic year on the basis of the school № 5 center of vocational and technical training was founded. As part of the university unique model of patriotic education of youth by the example of the First President of the Republic of Kazakhstan, a social project «Bridge of Friendship: Zhas Orda (KSTU) and Tanymger (RCPT)» operates and integrates active of university students and pupils of the resource center. During the development of the Resource Centre within the framework of social partnership with universities, at the intersection of school and higher education, a new innovative educational space are created. Cooperation of Karaganda State Technical University and the Resource center of profile training in the field of professional education, pre-vocational, pre-university training, professional orientation of graduates of  the school network center to the technical specialties is a new model of development the continuity of higher and secondary education, approved by the National Academy of Education named Altynsarin. University, participating in the implementation of an innovative project, gives it a special image and opens up the prospect of becoming a multi-innovative-educational complex, the basis for 4 resource centers in our region [4; 78].

In his speech at the Kazakh National University named Al-Farabi head of the State Nursultan Nazarbayev noted that the country needs talented scientists working in the most advanced scientific fields  and it is necessary to create a core of national intellect, we need knowledgeable people who can compete at international level. The University of the First President of Kazakhstan KSTU makes real steps in school education, a significant contribution to the preparation of competitive graduates, helps education a new type of intelligence, capable of successfully adapting to the rapidly changing economic, technological, social and informational realities of the world.
