One of the most controversial issues of the modern age has created a new generation of young people in the country for the purpose of forming the consciousness of policy, the issue of social activity, in the process of strengthening the independence of the state with an emphasis on the role and place of youth. We must instill in them patriotism so that they did not follow the flows of the various political forces. Therefore, the consciousness of young people "value" concept is one of the factors determining the future of the country.
Speaking about welfare prerequisites of youth policy and views about culture, formation of activity of youth in present time we can draw conclusions from welfare activity of youth.
In present time one of the main objectives of our Republic is formations of consciousness of the younger generation, to a question of social activity during strengthening of national independence of the republic, the special attention is allocated for a role of youth. It is necessary to cultivate in them love for the country that they didn't contact suspicious political groups.
Therefore the formation of the concept "value" of consciousness of youth enters ranks of the factors designating the future of the country.
The society have an opportunity to develop and be maintained as a biological entity, not only through the youth and social reproduction of the whole system. We consider youth as the strategic landscape, an innovative resource, and also as the resource keeping and developing our society. Influence of culture on the person can be noticed from theoretical discussion of philosophers, culturologists, sociologists and political scientists, research of nature of youth development of the personality objectively and subjectively. The question of youth and their welfare nature, the main character of society, structure of advance and to change on a context, and also the shape of a differential layer is considered as special social group capable to the mutually agreement, flexible. The raised interest of present science in a question of activity of youth is explained by that today's society correctly serves in smooth advance in necessary space, is also the main powerful power source providing renewal of society which proceeds from generation to generation as the carrier of social "code".
"Youth" is a social and demographic group of society; the system of descriptions of "youth" is inherent in it. We to designate the term "youth" among social and youth groups as according to the scientist sociologist Abdrayymova G.S., we use it as great concept which in present historical process makes the valuable contribution to development of values, founds new social society, renews the old, developing society [1].

The direction of values of present youth becomes one of important welfare subjects of the Republic of Kazakhstan. The head of state Nursultan Nazarbayev in the work "Five years of independence" reporting on a state in a soviet era, speaks about crisis in present time of spiritual values of the people [2]. The role of formation of concept of social values of youth of Kazakhstan is very important for public relations and national cultural the direction. In this regard, our purpose is to make the contribution to this tendency, an executions civil duties, fulfillment of duties before society.

The main goal of a state policy is a transformation of creative, innovative force of youth into power which forms society. As the famous public figure Alikhan Bokeykhanov "The happy child spoke, grows in a free cradle" [3], also added that a main goal of the independent country, is paying of special attention in education of quick-witted generation. On a present tendency of globalization to the Kazakh society preservation of religion, the essence, customs, and traditions is important. The role of socially cultural values is important for formation of spirituality of youth. In what sphere wouldn't be if future generation bases traditions and values of that country, it will form a basis of continued work and to be honest to the people. And therefore supervision of the state behind youth is the lawful phenomenon. The youth policy based on the rule of "The political concept of youth of the Republic of Kazakhstan", speaks on the bases so "spiritual and physical health of youth is an important factor in development in present time and the strategic capital of the state" [4]. It is necessary to consider also the law of 2004 "about the state youth policy of the Republic of Kazakhstan". It has to form in youth and at teenagers the legal and cultural wealth and such feelings as pride of the homeland, strengthening of peace and harmony in society, introduction of spiritual culture of the people, and also to channelize in development to spiritual culture. Young Kazakhstan citizens have to seize such individual qualities as patriotism, moral, skill, responsibility.

State youth policy is the foundation of social and cultural development of the country. I In turn, youth policies is a top priority for any country. Therefore, to educate young people in patriotism, morality, education is one of our most important values of civilization in the country. Formation of the company and an increase in the civilized people of the state, especially the younger generation, pays special attention to maturing spiritually. If so, this activity of young people is one of the key issues indisputable developments of our country's future.
"Young people - the society", if we take this system, we see the ontological unity between them. On the one hand, young people and the development of its socio-cultural society, the process of formation and development of personal image, on the other hand, as the subject of youth development is a process of maturing society. Formation of a particular social environment, youth, social, cultural penetration of the principles and norms of the system and its development process. Socio-cultural movement of the environment is a way of life for young people. Young people in society through education and training, not only of socialization, as well as new ideas and approaches to young people who are forced to adapt to the ministry, in turn, will help to change the social system and development [5]. Thus, the youth movement is a human society, and the social system as a component. Movement in the context of the cultural and historical development of the social environment of young people in the public approval of the establishment of the subject and the process is moving. Therefore formed a unique quality in the face of youth. Creating a positive social and personal nature of young people is the result of effective development of the society. A rational function is defined as the size and activities of the society. In this case, "for each of the company's progress in implementing reforms is determined by the degree of involvement of young people" [6] will support the approach. In this connection, various social institutions to increase the importance of forming personal character of young people and their functional life and the role of the field of youth culture is the problem of philosophy. Kazakhstan young must possess the desire to possess such personal qualities as patriotism, moral, professionalism, responsibility. Thus, the share of youth policy, culture and scientific knowledge, generation number and quality of tests to determine the level of his life, and secondly, to prevent the development and coordination of the national security of our country and an important issue for the government to limit the negative consequences of each of them.
Thus, socio-cultural, political and economic development of the country’s young people has a special place. Therefore youth interests of flexibility and efficiency for the country to ensure the correct orientation, education and patriotic education of youth is one of the main objectives of the society. Young people need to be trained and prepared and formed in their spiritual, national, and carried out in accordance with the degree of good properties. Thus, the socio-cultural realities of young people, we value system and spiritual principles of space, took a step to determine the position of social behavior and lifestyle. Youth and their socio-cultural mosaic will be able to spend a lot of research it is still on to determine the local properties are not able to develop the necessary cultural bases. The subject of youth has been discovered, social and cultural relations as one of the world's spiritual and cultural traditions and absorption values and its social and cultural context plays an important role in the revival.
