"Kazakhstan’s cyber shield" – a priority vector of implementation of the national security of the republic of Kazakhstan»

At the present stage issue of information security in the framework of rapid development of the technological modernization of the economy gives rise to the serious concerns. The Message of President of Kazakhstan: "Third Modernization of Kazakhstan: global competitiveness" is a fundamental program, determines the intensity of development of the state. Indicated priorities in the Message is timely and urgent necessity caused by the accelerated pace of technological development of the world in the new stage of globalization, accompanied by a worsening of the regional challenges and threats. This article attempts to address the necessity to enhance public awareness in elimination the negative effects of contemporary global challenges and threats. Our task is to intensify efforts to prevent religious extremism propaganda, terrorism. An effective factor in solving the problem will be the creation and implementation by the Government and the Committee of National Security "Kazakhstan’s Cyber shield" system, as well as the "Digital Kazakhstan" program. 

Introduction. The Message of President of Kazakhstan: "Third Modernization of Kazakhstan: global competitiveness" is a fundamental program, determines the intensity of development of the state. The identified priorities in the Message are timely and are an urgent necessity, caused by the accelerated technological pace of the world's development in a new stage of globalization, accompanied by the aggravation of regional  challenges and threats.

Today Kazakhstan should be competitive, to ensure an efficient growth of the economy, which is undoubtedly connected with providing national security. A great attention in the fifth priority of the Message is given to institutional reforms, security and the combating corruption. As noted in the fifth priority the state of security becomes an extent of a strong and developing state. [1].

Methods. Information security may be defined as the protection of the national information space from the negative information impact of external forces, while it should be noted that  often there are no clear wording of the concept of information security. Such approach increases the vulnerability of the region  to  external information challenges and threats, use of information and communication networks for their propaganda, the threat of computer attacks like a method of cyber crime and terrorism et al. by the extremist and terrorist organizations [2]. Therefore, any attempts for cognition and prevention of such activities are an essential contribution not only to the development of the information space, but also to the national security in the region. This article attempts to address the necessity to enhance public awareness in elimination the negative effects of contemporary global challenges and threats. Our task is to intensify efforts to prevent religious extremism propaganda, terrorism which is associated with any such manifestations. In this respect, Higher Education Institutions should take an active part in the moral upbringing of the younger generation. Identified problems have long been the subject to debates.

Considerable attention is paid to the Kazakhstan’s Government decision on the security problems. Regulation and protection of security issues are clearly states in the Presidential Decree "On the Concept of Information Security of the Republic of Kazakhstan until 2016" dated of November 14, 2011, No. 174, which states that "the information security of the country is considered from two related aspects: technical and socio-political. The technical aspect implies ensuring the protection of national information resources, information systems,  information and telecommunications infrastructure from unauthorized access, use, disclosure, violation, modification, reading, verification, recording or destruction and to provide the integrity, confidentiality and accessibility of information. Socio-political aspect means to protect the national information space and systems of mass information from the targeted negative information and organizational impact, which can pose a threat to the national interests of the Republic of Kazakhstan "[3].

Discussion. Until recently, it was believed that Kazakhstan does not represent an interest for cybercriminals, however the latest developments speak of another. Threats can be divided into three broad categories: infection of mobile software, infection through the Internet and local infection of computers, so it can be argued that Kazakhstan is exposed to risks in all categories.

The study of the manifestation of different situations that is done by the Center for Analysis and Investigation of Cyber attacks reveals a number of factors that give rise to concerns about the vulnerability of information security problems, which lead to an impetus for comprehension and taking effective measures to protect national interests and security. Examples that lead to concern are actions as mass hacking of websites of akimats and state agencies, sites of district akimats of the North-Kazakhstan district, as well as sites of the department of natural resources of the East Kazakhstan region and the department of economics and budget planning of the Almaty region, which was committed on January 28, 2017 [4]. The growth in the number of cyber threats does not pass without an impact on business. According to a research conducted by Kaspersky Lab, 39% of Kazakh companies lost access to business information as a result of the cyber crimes. Each corporate computer in Kazakhstan is subjected to an average of 13 malware attacks during the half-year of 2016 [5]. However, the most serious threat to business today is represented by targeted attacks, which can be performed by attackers even without the use of malicious software. Their main difference from classical cyber attacks is that they are carefully worked out for each specific company and pass as imperceptibly as possible for traditional security systems. Mostly, the goal of attackers is the most valuable and confidential data of the enterprise. According to the results of the same survey, 11% of Kazakhstani companies believe that there was targeted attack [5].

Another concern is raised by the information in social networks, calling for teenagers to suicides through the games such as "Blue Whale" and "Quiet House”, which, undoubtedly, negatively affects to the consciousness of young generation.

Results. Mentioned examples above give the basis on serious reflections on a subject of protection of information security, especially now in a situation of the accelerated development of technological modernization of economy. Kazakhstan makes efforts to create a new industry based on the use of digital technologies, and also plans to develop such promising industries as 3D-printing, online trading, mobile banking, digital services, including healthcare and education, and others [1]. The implementation and adoption of the program "Digital Kazakhstan" which offered to the Government will provide impetus to all other sectors, while an important condition for the establishment of a new industry will be the support of innovations and their rapid introduction into production, and a platform for attracting entrepreneurs and investors from around the world on the base of EXPO-2017 international techno park of IT-startups.

Indicated cardinal and complex tasks in the field of accelerated development of technological modernization of the economy and in the combating global challenges will make it possible to meet the objectives of the Strategy- 2050 on the basis of the "100 concrete steps" of the Nation’s Plan. The implementation of all ambitious goals set for the accelerated development of IT technologies for the near future raises the need for the development of an integrated information security system.

An effective factor in solving this problem will be the creation, introduction and implementation of the system "Cyber shield of Kazakhstan" which is delegated to the Government and the National Security Committee, as well as the creation of the program "Digital Kazakhstan". In our opinion, the proposed measures will give the opportunity to respond timely and adapt to the very complex and sometimes unpredictable new challenges and realities and their deliberate prevention.

The system "Cyber shield of Kazakhstan" is a legal and regulatory framework with the existing system of centralized management of communications networks, which is called the "Electronic Border". This system will allow to restrict access from the country's territory to illegal information using encryption with the provision of cyber security. It is a complex of organizational, legal and technical measures, a set of hardware and software systems and projects implemented by government agencies in the field of information security [6].

Conclusion. Therefore, the President's Message with its clear designations for the implementation of the program "The Third Modernization of Kazakhstan: Global Competitiveness" is the long term, as well as the distribution of responsibility for the implementation of the tasks identified in the Government’s structures and the reform of the Constitution of the Republic of Kazakhstan, in our view, will give a powerful impetus to implementation of all programs announced by the Head of State.
