Some questions about the presumptions of government

The article focuses the problem of local government presumptions and decentralization of government. The update strategic line is determined.

 Improvement structure and professional level of state management is considered in "Strategy of Kazakhstan-2030' as one of the important tasks of the country. According to the document, the government must solve important and national tasks, each ministry and administrative body must give functions that are not part of their job from central administration to regional and the individual sector and improve their activities in this way.

Last year problems or questions of providing efficiency of state management have become a controversial topic among Kazakhstan politicians and scientists and is discussed by them very much. Many opinions are expressed and different methods of solving these problems are given in the publications and the mass media.

Problems of democratizing socialeconomic system and problems of resumption of state management are considered among them. Considering that the solution of these problems has a centuries-old world experience, we can say that the scientific study of the problem and the use of beneficial parties in our country is an actual problem of our time. Day by day we prove that in the present society with a developed economy, science and technology, developing share of information can not under centralize management as they used to be [1].

Strategic plans for the resumption of the state are reflected in the Message of the President of Kazakhstan "Strategy" Kazakhstan-2050: “a new policy established state" that was announced on December 14  at the President's speech to the Independence Day. The President summarized the implementation of the Strategy-2030, and announced his vision of the main directions of the Strategy 'Kazakhstan-2050". This new program has added a new Long-Term direction of development of the state's strategic value.

Among the decisive initiatives that were announced in the strategy the following issues such as the development of a modern, competitive economy, administrative reform, responsibility between levels of government and the decentralization of governance through the separation of powers, the introduction of choice governors and the expansion of local self-government, the resumption of the legal system, the formation of a new social policy based on the principle universal labor, strengthening of Kazakhstan patriotism were covered. All of these initiatives, including government policies, development plans and programs became an evidence of a new ideology of Kazakhstan

In general, these initiatives have become the basic and practical step in the development of public administration [2].

In the direction of strengthening of Kazakhstan's statehood and democracy the strategy mentiones «Our aim is to create a new type of public management. It must meet the new tasks of serving society and strengthening the state». Therefore it is very important to correctly implement the decentralized management which has been identified as one of the important tasks by the head of the state «Decentralization of power dividing responsibilities and power between center and the regions. We must continue with our plans for decentralization of governance to the regions. The essence of the decentralization lies in delegating the necessary resources to make decisions from the center to regional authorities. In 2013 we have to take specific measures for moving responsibility and powers from the center to the regions in order to strengthen local executive authorities. Powers of the authorities on the ground will be supported with financial and human resources".

Citizens should be directly involved into the process of making the state decision and in helping with implementation. Through local authorities we need to provide the population with a real opportunity to independently and responsibly resolve the local-scale issues.

I have approved the Local self-governance development concept. It will allow us to increase the management quality at the rural level and expand citizens’ participation in the local-scale issues. [3].

Scientist V.N. Uvarov says: «The reform of public administration in a market economy an objective need of social development. It's about finding ways to improve the management of branches of the economy, the social sphere and the administrative and political development. The President's Message to the people of Kazakhstan has a clear task to create efficient modern civil service and governance structure in Kazakhstan that would be optimal for the market economy ...; build a state protecting national interests. In this case, the social order is obvious, and therefore we should speak about the search of evidence-based methods for solving this problem at the lowest cost of power, time and money»[4]. Formation of scientific methods is the foundation for effective solutions to contemporary problems of state.

New stage of development of the government system is bound by law adopted on 14 December 2012 "On introduction of changes and some additions of legislative acts in the Republic of Kazakhstan on issues of public servants" According to the strategy, development process of public administration consists of providing improvements to counter corruption, increase the transparency of public servants selection, and promote the best personnel. From now on each public servant must be demonstrated clear progression in their career through the development of skills and experience that allow them to increase their professional level. Exceptions should be made to cover those public servants who demonstrate outstanding performance against key indicators and demonstrating clear achievement at a senior level. Special consideration should be made on increasing the quality of state services. Our aim is to signal a departure from the one-way power approaches in interaction of the state with the population towards an effective and operative provision whereby citizens and the state work together.

Master of specialty "State Policy" (USA) International Bolashak and the Academy of Public Administration under the President of the Republic of Kazakhstan Maksat Zholdybaev: "International experience shows that many developing countries in the process of decentralization of the state come across different challenges. In this regard, one can give many examples that the simultaneous introduction of nationwide reform of the tax and budget decentralization, which is prepared in the short term, does not produce the expected results. This means decentralization should be introduced gradually. First, you need to select the region that can achieve economic growth in the implementation of decentralization, and have proper authority and resources for the reform. The purpose of this strategy is to prove the possibility of decentralization introduction within the country». According to the young scientist, in accordance with the principles of treasury federalism, financial income exceeding the rate should remain in the regions and shall serve to improve welfare of the people of the region. For this purpose the State should create favorable conditions for business  development, as well as to assist in improving the welfare of the people at the expense of funds received. If we talk about the political aspects of the state decentralization, we can note a positive impact at the national level. Decentralization - is one of the phenomenons of democratization. It provides complete information on the voting candidates. It gives possibilities to choose employable and decent local managers.
